Job Overview
Position Context
The payroll division in the Netherlands is responsible for managing payroll across seven legal entities, serving approximately 1250 employees. This function is integrated within the finance department.
Reporting to: Controller, West Europe (BENELUX, CH, FL)
Team Management: Payroll Administrators
Objective of the Role
As the Payroll Manager, you will hold ultimate accountability for payroll operations in the Netherlands. Ensuring precise and timely payroll execution will be vital to your success. You will engage in payroll processing for about 50% of your time. To create a sustainable payroll framework, you will establish standard operating procedures, enhance payroll workflows, promote standardization, and cultivate a highly skilled team. Your role will involve significant participation as a key stakeholder in various projects.
Key Responsibilities include:
Leadership
· Develop a robust team as a people leader, providing appropriate training, support, and coverage among team members.
· The existing team comprises 3 payroll administrators and 1 payroll expert, who does not report directly to the payroll manager. Close collaboration with this role will be essential.
Payroll Processing
· Engage in and oversee the monthly payroll cycle for seven legal entities in the Netherlands, including all necessary validations and approvals.
· Coordinate and monitor payroll operations with various external service providers.
· Serve as the primary contact for payroll-related inquiries from both internal and external management stakeholders, including employees.
· Collaborate closely with the local People Services team and shared service centers for Finance and People Services located internationally.
· Ensure accurate and timely handling of international mobility cases concerning tax and payroll regulations, including the 30% ruling and mobility benefit schemes.
Process Enhancement
· Lead initiatives for payroll process improvement, including the development and refinement of documentation.
· Ensure standardization and develop standard operating procedures.
· Collaborate with stakeholders across the organization to drive process enhancements and implementation.
· Ensure that SLAs, KPIs, and metrics are generated periodically, with appropriate actions taken as necessary.
Project Management
· Act as a key stakeholder from the payroll perspective in multiple projects.
· In the upcoming year, a transition from SAP to Workday for the HRIS system will occur. Aligning payroll with this new HR data input will be a critical project.
· Future projects will involve transitioning to a new global payroll system, necessitating stakeholder management to address local requirements.
· Participate in projects and ad hoc tasks as needed.
Reporting and Compliance
· Execute and monitor internal controls in accordance with SOX standards, ensuring that year-end processes and documentation are accurate.
· Oversee the processing and administration of the Work Related Cost Scheme (WKR).
· Ensure timely completion of all legal, federal, and statutory filings and payments, including those to tax authorities, CBS, UWV, pension funds, and insurance providers.
· Monitor financial payroll outcomes and resolve issues in collaboration with the finance department.
· Address inquiries from internal and external auditors, local authorities, and internal stakeholders.
Qualifications
• 5-10 years of relevant payroll experience in a multinational context
• Relevant professional qualification or bachelor's degree
• Knowledge of local wage tax, social security, and pension regulations
• Proficiency in Dutch and English
• Advanced Excel skills
• Supervisory experience is advantageous
• Preferably experienced with ADP payroll systems, time and attendance systems, and HRIS (Workday)
