The International Criminal Court (ICC) is a permanent international court established to investigate, prosecute and try individuals accused of committing crimes in the scope of the ICC’s jurisdiction. The ICC is composed of four organs. These are the Presidency, the Chambers, the Office of the Prosecutor and the Registry. The ICC Headquarters are based in The Hague, The Netherlands. The ICC has one Liaison Office in New York and maintains full-time physical presences in six situation countries, namely, Uganda, Democratic Republic of Congo, Central African Republic, Côte d'Ivoire, Mali, Ukraine. In total, the ICC has activities in relation to 17 countries globally. The ICC has circa 1,200 staff.

The Registry is the organ responsible for the non-judicial aspects of the administration and serving of the ICC. It is divided into the Office of the Registrar and three divisions: the Division of Management Services (DMS), the Division of Judicial Services (DJS) and the Division of External Operations (DEO). The DMS provides administrative and management services to support the operation of the ICC as a whole and is led by the Director. It consists of the Office of the Director (OD-DMS), the Occupational Health Unit (OHU), the SAP Team, the Human Resources Section, the Budget Section, the Finance Section, the General Services Section and the Security and Safety Section (SSS).

As part of the ICC’s commitment to continuous improvement and operational excellence it is initiating a review of the services provided by the General Services Section (GSS). The GSS provides a diverse range of administrative services to support the functioning of the entire Court. The section consists of four units: the facilities management unit, the procurement unit, the logistics and transport unit and the travel unit.

The Director for the Division of Management Services (DMS) has made the strategic decision to review the existing structure of GSS and align it with the needs and required services of the Court. The evolving needs of the Court as well as rapid changes in industry standards require GSS to review its service delivery models and related resources to further enhance efficiency and effectiveness.

By undertaking this review, GSS would be responsive to the evolving needs of the Court.
- **Purpose**

Taking into consideration the unique mandate of the ICC, the primary objectives of this consultancy are:

- **To conduct a comprehensive review of the current services provided within GSS, to identify potential gaps and opportunities for improvements**
- To assess the services and tasks provided by GSS and recommend work processes and functional structure that ensures effectiveness and efficiency of the section
- **To identify any gaps, redundancies, or inefficiencies in existing processes and provide a detailed way forward to remove or replace these redundancies with more streamlined processes**
- To provide a recommendation for optimising the working organogram to align with the functional services to be provided by GSS
- **Scope of Work**

The Consultant will undertake the following tasks to achieve the set objectives:

- Review existing documentation related to available records, including organizational charts, job descriptions, operating policies, and procedures.
- Conduct interviews and consultations with key stakeholders, including unit heads, supervisors, staff members, main clients, and HR colleagues.
- Review the existing organisational and functional structure of similar international organisations based in the Hague and other Headquarters of the UN
- Benchmark the services provided by GSS against industry best practices and comparable relevant international organizations.
- Identify areas of redundancy, inefficiency within the existing structure.
- Develop recommendations for optimizing the operating structure, including any proposed changes to roles, responsibilities, reporting lines and required resources for each functional area.
- Prepare a detailed report outlining findings, analysis and recommendations
- **Deliverables**

The Consultant will deliver the following outputs within the time frame stipulated:

- Inception report - Detailed workplan, methodology and timelines for the review process with _5 business days of commencemen_t. Specific milestones and deadlines to be outlined in the report.
- Draft Report: Presenting preliminary findings, analysis, and recommendations for review and feedback within _8 weeks of the inception report_
- Final Report: Submitting a comprehensive final report incorporating feedback received on the draft report, along with finalized recommendations, _within 5 business days of receipt of feedback._
