Process Specialist for Omgevingswet Implementation

De gemeentelijke organisatie bestaat uit 5 clusters, een bestuurs- en concernstaf, 7 stadsdelen en 1 stadsgebied. De stadsdelen besturen samen met de gemeenteraad, burgemeester en wethouders de stad Amsterdam. De 5 clusters zijn: Ruimte en Economie, Sociaal, Stadbeheer, Bedrijfsvoering, Digitalisering, Innovatie en Informatie. De clusters hebben expertise op een specifiek terrein, zoals sport, jeugd of parkeren. Zij werken beleid uit tot stadsbrede kaders waarbinnen de stadsdelen het uitvoerende werk kunnen doen. Ook bieden zij directe ondersteuning aan bewoners die dit nodig hebben, bijvoorbeeld op het gebied van participatie of werk. De stadsdelen houden zich onder andere bezig met de inrichting van straten en pleinen, groen en parken en welzijnswerk in de buurt. Ze zorgen ervoor dat wat ze doen, past bij de behoeften in hun stadsdeel en bij het beleid voor de hele stad.
FunctieomschrijvingPer 1 januari is de wet Omgevingswet en Kwaliteitsborging (OW/WKB) in werking getreden. Deze wet heeft een enorme impact op de directie Vergunningen, Toezicht & Handhaving (VTH) binnen de Gemeente Amsterdam. De wetswijziging heeft impact op alle aspecten van de VTH dienstverlening. Hierbij kan o.a. gedacht worden aan (door)ontwikkeling van:
- Processen;
- Werkinstructies;
- Werkwijzen;
- Brieven;
- Checklists;
- Dashboards;
- Systemen;
- Beleid;
- Uniforme rollen;
- Organisatie inrichting;
- Communicatie;
- Ketenafspraken;
- Leer- en ontwikkelprogramma;
- Etc.
Binnen de Gemeente loopt een programma om de (door)ontwikkeling van deze aspecten te beheersen. De doelstelling van deze opdracht is om:
- De resterende ontwikkel opgave van dit programma over te dragen aan het supportteam Bouw dat onderdeel is van de afdeling Regie, Advies & Projecten (RAP);
- De in beheername van de ontwikkelde producten bij het supportteam in te richten.
Gelet op de complexiteit en het multidisciplinaire karakter van deze opdracht wordt nu gezocht naar een zware, resultaatgerichte processpecialist die de verantwoordelijkheid neemt voor de verdere ontwikkeling van een aantal van de benodigde OW/WKB procesproducten.
Resultaatafspraken
Ontwikkeling en implementatie van uniforme procesproducten obv de nieuwe OW/WKB:
- Werkprocessen
- Werkinstructies
- Werkwijzen
- Brieven en checklistsInventarisatie en communicatie met betrokken en toetsing aan beleid van alle bovenstaande producten.
Programmaplanning:Eindoplevering 31 december 2024.
Wekelijkse sprintvoortgangsbespreking in expertteam (projectteam).
Maandelijkse afstemming met programmamanager.
- Je bent in het bezit van een erkende hbo diploma;
- Persoonlijke motivatie van max 1vA4
- Je hebt minimaal 15 jaar aantoonbare ervaring als processpecialist (op senior niveau).
- Je bent SAFe Scaled Agile gecertificeerd en hebt minimaal 5 jaar aantoonbare ervaring met Agile ontwikkel methodieken.
- Je hebt aantoonbare ervaring met het werken met de Omgevinsgwet (OW) en het implementeren van gerelateerde OW-systemen.
- Je hebt minimaal 10 jaar ervaring met het werken binnen politiek-bestuurlijke omgeving.
- Je hebt ervaring met implementatie vraagstukken in een complexe omgeving.
- Je hebt ervaring in het werken met alle functionaliteiten van MS Teams.
Als adviseur VTH bij de gemeente Amsterdam werk je binnen een gedreven team.
