Job Description

As the Deputy Director of Human Resources – HQ, you will provide critical support to our country offices and ensure compliance with legislation and policies. You will supervise a team of regional HR Managers, develop and implement HR initiatives, and lead on global projects in consultation with the Director of Human Resources.

Key Responsibilities

  • You will be responsible for line management of regional HRMs and serve as a role model to team members and the wider INSO community.
  • You will conduct regular reviews, field visits, and develop improved field-level HR systems with regional HRMs.
  • You will review employee regulations in Country Offices to ensure legal compliance and good practice.
  • You will take the lead on moving the HRM team towards a business partnering approach.
  • You will manage HR projects as agreed with the HRD, including change projects, restructures, and start-ups.
  • You will act as focal point for HR advice and guidance on complex high-impact or sensitive employee relations issues.
  • You will build organizational capacity of staff on HR-related policies, processes, and practices, including the appraisal system.
  • You will contribute to the development of HR strategy, projects, and budgets.
  • You will conduct staff surveys and analyze HR data in liaison with other team members to make evidence-based recommendations for changes to policy and practice.
  • You will support and oversee the HRM team in effective HR administration.

Required Skills and Qualifications

  • You must have a Master's level education in HR or a related field.
  • You must be fluent in English; fluency in French is strongly desired.
  • You must have at least 5 years' experience in HR management with an international NGO, ICRC, or IO.
  • You must have at least 3 years establishing and supervising country-level HR systems, preferably in multiple countries.
  • You must have at least 1 year leading a HR team supporting country offices (regional or HQ role).
  • You must have significant experience in employee relations and employment law.
  • You must have compensation and benefits experience.
  • You must have project management experience.

Others

This is a fixed-term renewable full-time contract based in The Hague, Netherlands. The ideal candidate should be prepared to travel to country offices approximately six times per year.
