Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

O r g anisational Context Under the overall supervision of the Director of the Division of Management Services (DMS), the Office of the Director (OD-DMS) provides primary support to the Director in his overall direction, planning, management, and delivery of all administrative and managerial support required by all the Major Programmes of the Court to fulfill their mandate while ensuring adherence to relevant regulations, rules, policies and procedures; as well as in his implementation of a number of critical executive functions and his role as member of the Registry Management Team (RMT). The Office of the Director of the Division works closely with the Immediate Office of the Registrar (IOR), other Offices of Directors from other Registry Divisions and Section Chiefs to ensure the implementation of the Registry’s strategic objectives and to coordinate activities, especially when interacting with external stakeholders such as the Committee on Budget and Finance (CBF), the Hague Working Group (HWG), the Assembly of States Parties (ASP), External Auditors and the Audit Committee. The Director creates synergies within the Division in the delivery of management services. DMS consists of the Office of the Director, the Budget Section, the Finance Section, the Human Resources Section, the General Services Section and the Security and Safety Section. D u ties and Responsibilities Within this framework, and under the direct supervision of the Administrative Officer and Risk Management Coordinatorin OD-DMS, the incumbent will perform the following duties: l Assist the Administrative Officer and Risk Management Coordinator to support the Director in the delivery of his/her executive functions which include strategic resource planning; overseeing the preparation of the annual budget; overseeing the preparation of relevant communication to oversight and external bodies; monitoring and reporting on organizational performance; conducting risk management initiatives; coordinating the implementation of internal and external audit recommendations; and coordinating, overseeing, prioritizing and providing project management support; l Research and provide background and/or up-to-date information on management, operational, staff and/or other emerging issues in the Office of the Director; l Maintain files and records and contributes to the development of related procedures, processes, tracking and reporting mechanisms, including drafting initial versions of official documents; l Participates in projects focusing mainly on business management issues and areas related to the work of the Division; l Performs other duties as required; E s s ential Qualification Education: Advanced university degree in public, business administration or related area. A first-level university degree, in combination with two additional years of qualifying experience, is accepted in lieu of the advanced university degree. Certification in project management or change management is a strong asset. Experience: l A minimum of two years of relevant work experience with a first-level university degree, as indicated above. In possession of an advanced university degree, no experience is required. l Demonstrated experience in at least two of the following business areas related to the work of the Division: budget, finance, human resources, general services or security and safety is desirable l Demonstrated experience in the office of a senior executive, preferably in an international organization is desirable. l Demonstrated experience in drafting official communication to oversight bodies and internal and external clients is desirable. l Demonstrated Experience in business management in the commercial and/or public sector is desirable. l Experience in working with ERP systems, in particular SAP, is desirable. Knowledge, Skills and Abilities: l Solid Microsoft Office skills including proficiency in Word, Excel, and PowerPoint. l Knowledge of risk and programme management, budgeting, audit compliance, or programme evaluation practices. l Demonstrated conceptual analytical and evaluative skills. l Ability to conduct independent research and analysis, identify issues, formulate opinions, and make conclusions and recommendations or decisions where appropriate. l Establish priorities and plan, coordinate, and monitor own work plan. l Able to be flexible and show initiative. l Identify clients’ needs and appropriate solutions. l Establish and maintain productive partnerships with clients. l Good interpersonal skills, excellent written and verbal communication, and negotiation skills. l Ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. l Ability to coordinate a wide variety of activities and to deliver a number of services at any time. Knowledge of Languages: Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
