1 INTRODUCTION
NATO Core Geographic Information System (Core GIS) Application Service provides a suite of data, services and products that ensure all phases of military operations are conducted on the same (geo-) spatial data and information. The NATO Information and Communication Agency (NCI Agency) located at The Hague, Netherlands, is currently providing Operation & Maintenance Level 2/Level 3 support to the NATO Core GIS.
The Core GIS Application Service is Commercial of the Shelf (COTS) based and uses the Esri ArcGIS software product suite in a NATO-specific configuration In the light of these activities, the JISR Centre is looking for an experienced system administrator and support engineer.
2 SCOPE OF WORK
Under the direction of the Core GIS Service Delivery Manager, the incumbent will perform duties such as the following:
2nd and 3rd level support for Core GIS:
Performs daily Operation and Maintenance (O&M) activities for NATO Core GIS; Acts as a technical expert and takes responsibility to monitor the enterprise incident management system, manage incident resolution, diagnose faults, determine root causes, and provide technical expertise to resolve incidents and their causes. Supports problem management in order to identify and resolve the underlying root causes for incidents related to NATO Core GIS, and supports other GIS engineers in the development of solutions in response to problems; Assists in the roll-out of system changes in the current Core GIS software baseline;Operation and Maintenance of the Core GIS IT Reference and Support environments
As an IT administrator, operates and maintains the Core GIS Reference System, Staging Environment, and Support Testbed for NATO Core GIS; Supports the development and systematic testing of new Core GIS baselines; Keeps the reference systems and testbeds up to date and in line with the latest approved Core GIS baselines; Manages the testbed equipment (hardware and software); Assists all Core GIS engineers in technical operations and ensures optimal utilization of reference system and support environments; Automates recurrent processes in the maintenance and operation of the testbeds.This work will be carried out at NCI Agency at The Hague location accessing the NCIA networks and facilities.
The work will be conducted during normal office hours as well as outside office hours and on weekends as part of an on-call schedule.
The Contractor will be part of a team (service delivery manager, technical lead, system administrators, etc.) and will work using an Agile and iterative approach using multiple sprints. Each sprint is planned for a duration of 4 weeks. The content and scope of each sprint will be agreed with the service delivery manager and the technical lead during the sprint-planning meeting.
3 DELIVERABLES AND PAYMENT MILETONES
The following deliverables are expected from the work on this statement of work:
Deliverable: Five (5) sprints of L2 & L3 Support & Operation and Maintenance of the Core GIS IT Reference and Support environments
Payment Milestones: Upon completion of every each (1) sprints completion
The NCIA team reserves the possibility to exercise a number of options, based on the same scrum deliverable timeframe and cost, at a later time, depending on the project priorities and requirements.
The payment shall be dependent upon successful acceptance of the Delivery Acceptance Sheet (DAS) – (Annex C) including the EBA Receipt number
Invoices shall be accompanied with a Delivery Acceptance Sheet (Annex C) signed by the Contractor and project authority.
2025 OPTION: 01 January 2025 to 31 December 2025
Deliverable: Up to 12 sprints
Payment Milestones: Upon completion of every each (1) sprints completion
The NCIA team reserves the possibility to exercise a number of options, based on the same scrum deliverable timeframe and cost, at a later time, depending on the project priorities and requirements.
The payment shall be dependent upon successful acceptance of the Delivery Acceptance Sheet (DAS) – (Annex C) including the EBA Receipt number

4 COORDINATION AND REPORTING
The Contractor shall work on-site - The Hague - NLD.
The Contractor shall participate in daily status update meetings and other meetings, physically in the office, or in person via electronic means using Conference Call capabilities, according to service delivery manager’s instructions.
For each sprint to be considered as complete and payable, the contractor must report the outcome of his/her work during the sprint, first verbally during the retrospective meeting and then in writing within three (3) days after the sprint’s end date. A report in the format of a short email shall be sent to the Core GIS service delivery manager mentioning briefly the work held and the development achievements during the sprint.
5 SCHEDULE
This task order will be active immediately after signing of the contract by both parties.
The BASE period of performance is as soon as possible but not later than 02 nd September 2024 and will end no later than 31st December 2024.
If the 2025 option is exercised, the period of performance is 01st January 2025 to 31st December 2025
If the 2026 option is exercised, the period of performance is 01st January 2026 to 31st December 2026.
If the 2027 option is exercised, the period of performance is 01st January 2027 to 31st December 2027.
If the 2028 option is exercised, the period of performance is 01st January 2028 to 31st December 2028
6 SECURITY
The security classification of the work will be up to NATO SECRET.
7 CONSTRAINTS
All the documentation provided under this statement of work will be based on NCI Agency templates and/or agreed with the NCIA service delivery point of contact.
All support, maintenance, documentation and required code will be stored under configuration management and/or in the provided NCI Agency tools.
8 TRAVEL
For this position travel is not required.
9 PRACTICAL ARRANGEMENTS
All system related servers are located at NCIA The Hague. Working environment is normal office environment.
ONE contractor must accomplish this work. In the event the contractor leaves during the contract period, a new contractor who has the proven required qualifications and is evaluated qualified and suitable shall replace them. All normal NCI Agency Terms and Conditions apply.
The contractor will work under NCI Agency contract at the NCI Agency in The Hague, Netherlands. They will access the networks and facilities at the NCI Agency as a member of the JISR Centre under the supervision of the Core GIS Service Owner or delegated staff.

Physical Security/Safety Requirements:
The Contractor will be briefed on the approved site physical security and safety regulations and emergency services upon arrival. Access pass will be provided.
Daily Direction and Evaluation:
The Core GIS System Delivery Manager shall: Provide daily direction; Evaluate the performance of the Contractor; Approve each sprint Invoice; Provide monthly sprint status reports to the NCIA/ JISRC Core GIS Service Owner.
Quality Assurance: A formal monthly Sprint meeting between the Contractor and the JISRC Core GIS System Delivery Manager will be scheduled in order to evaluate the Contractor’s performance.
Hours of Operations:
Normal working hours for the place of employment are as follows: Monday to Thursday 0830 – 1700 with a 45 minutes lunch break and Friday 0830 – 1500, giving a 38-hour working week.
On-call duties outside of normal working hours;
Recognised Holidays: The Hague official holiday schedule applies and will be provided to the system administrator.
NCIA Furnished Property and Services: All computer/network related equipment and standard office equipment will be provided by NCIA.
Contractor Furnished Services: Contractor shall furnish everything required to perform the contract except for the items specified and covered under NCIA Furnished Property and Services above software, databases and applications. Updates and upgrades software utilising the full range of documentation and tools.
Requirements
10 SPECIFIC REQUIREMENTS
Related experience required for this post are the followings:
Proven experience in the operation & maintenance of a GIS Enterprise solutions based on ArcGIS or higher, in the areas of trouble-shooting of errors and problems, implementation, and documentation of solutions; Detailed technical Knowledge in the installation, configuration, and maintenance of all Esri products (server and client side) that are required in the NATO enterprise GIS environment; Expertise in IT infrastructure and platform services (such as databases, virtualization platforms, network components) to the extent as it is required for the designs, operation, & maintenance and diagnosis of an enterprise GIS; Very good overview of the current ArcGIS SW suite desktop/server/web components. System Management Experience in IT Systems. Knowledge and extended experience in implementation of Web Map Services (WMS).11 REQUIRED QUALIFICATIONS
A Currently active NATO SECRET security clearance; A minimum requirement of a Bachelor’s degree at a nationally recognized/certified University in a GIS, Physics, IT, Computer or Software related discipline and 2 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post Professional experience with direct customer contact and the direct interaction with customers, preferably in a support environment.
