Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

**Organisational Context**

Under the direct supervision of the Director of the Division of External Relations and Field Coordination, the Public Information and Outreach Section (PIOS) ensures that the proceedings are accessible to the public, raises awareness, and promotes an understanding about the Court’s mandate and activities with the ultimate goal of getting support. It does so in relation to a number of target audiences, including global audiences, mainly encompassing international press and media, victims and communities affected by crimes within the jurisdiction of the Court; and key stakeholders such as legal communities, academics and non-governmental organisations. PIOS achieves its objectives through the use of a variety of communication means including granting interviews to media, production of press releases and other publications and audio visual materials as well as through the website and new social media platforms. PIOS also organises campaigns and is responsible for the organisation of events and visits ranging from general groups to high profile visitors.
- Outreach Unit_

Interaction with affected communities and victims of crimes before the Court is a critical function of the Registry field teams by way of which ICC justice can become meaningful to concerned populations. The Unit liaises with field officers on public information matters; advises on strategic planning; oversees good use of monitoring systems to assess performance and report on impact; keeps abreast offices at HQ, as appropriate, of feedback received from country teams and ensures responses to such feedback when necessary. It interacts with concerned populations of countries with situations and cases before the Court where there are no Registry field officers performing that function.

**Duties and Responsibilities**

Within this framework and under the direct supervision of the Chief of Section the incumbent shall:

- Conceptualise, design, manage and coordinate the implementation of the Court’s outreach strategy based on enhanced partnerships with key internal and external constituencies, including field operations.
- Coordinate institutional outreach efforts of the different organs, sections and field offices with a view to enhancing the corporate image and understanding of the Court’s mandate and its works vis-à-vis the public and partners.
- Collaborate closely with public information and external relations of the ICC and provide leadership for the network of supporters of the Court’s Outreach Programme.

A. Vision and strategy-setting
- Drive the strategic vision of the Court’s outreach in support of priorities derived from judicial developments of cases before the Court, as well as the Registrar’s programmatic objectives to help to ensure that the Court is a well-recognized institution amongst relevant groups of people from countries which suffered from crimes under investigation by the ICC.
- Ensure that proceedings are accessible and understandable to victims and affected communities as well as other key actors and the general public of countries with situations under investigation and cases before the Court.
- Ensure consistency of ICC public position by managing messaging delivered during outreach sessions and public information activities, or across traditional media and digital platforms including the Outreach page on the ICC website, Twitter, Facebook and other accounts and by closely integrating all related activities.
- Lead the development and implementation of field strategic outreach plans to support the Court’s judicial activities bearing in mind local contextual factors and information needs of key internal and external constituencies.
- Lead the development and implementation of outreach plans for situations before the Court in countries where there is no field office, or no staff allocated to undertake public information and outreach tasks.
- Provide oversight and quality assurance of outreach materials and services produced by the organisation in connection with situations under investigation.
